The Komp Advantage

Why Choose Komp as Your Employer of Record in  Netherlands

The Netherlands is one of Europe’s most practical places to build a team: an English-fluent, highly educated workforce, excellent infrastructure, and strong clusters in technology, logistics, semiconductors, agrifood, and financial services. It is also a market with real employer obligations, including two years of sick pay liability, dismissal that usually needs official approval, and active enforcement against false self-employment. Komp gives you a compliant way in. We act as the legal employer for your Dutch team, while our AI-powered platform runs payroll, classification, and compliance monitoring across the full employee lifecycle. Every AI recommendation is reviewed before action is taken, so you move fast without losing control.

Fast, Compliant Market Entry

Onboard talent anywhere in the Netherlands without registering a BV. Komp issues Dutch employment contracts that reflect the correct contract type, probation, and any applicable collective labor agreement, and completes the payroll and insurance registrations before day one.

Dutch Payroll on Autopilot

Komp PayOps calculates gross-to-net pay in EUR every cycle, applies wage tax and national insurance, employer social insurance premiums and the health insurance levy, pension contributions, and accrues the statutory 8% holiday allowance for payment in May.

Compliance That Never Sleeps

Our AI Agent Swarms track Dutch legislative change, from the twice-yearly minimum wage revision to the VBAR Act on employment relationships and the pension system transition, and flag the contract, policy, or payroll updates you need before they become risks.

Classification You Can Defend

The Netherlands is actively enforcing against false self-employment, with retroactive assessments in play. Komp’s classification intelligence documents why each worker is engaged as they are and converts contractors to employment cleanly when that is the right call.

How Komp’s Employer of Record Works in the Netherlands

Entering the Netherlands with Komp is simple. You choose the talent and direct the work; Komp becomes the legal employer and runs everything behind the role, from contracts and payroll to tax, social insurance, and compliance, through one connected platform.
  • Enter the market immediately: Start hiring in the Netherlands without incorporating a BV, registering with the Chamber of Commerce, opening a Dutch bank account, or becoming a withholding agent with the Belastingdienst.
  • We employ, you lead: Komp holds the legal employment relationship. You manage day-to-day work, goals, and performance.
  • Scale with confidence: Add or reduce Dutch headcount as plans change, with compliant onboarding and offboarding built in.

Employment Compliance in the Netherlands

Dutch employment sits across the Civil Code, the Working Conditions Act, and, in many sectors, a binding collective labor agreement that can override the statutory baseline. Payroll is filed with the Belastingdienst, dismissal usually needs UWV or court approval, and sick pay liability runs for up to two years. Komp’s Global Compliance Engine maps every Dutch obligation to your workforce and keeps it current, from the first contract to the final payslip.

What Is an Employer of Record in Netherlands?

An Employer of Record (EOR) in the Netherlands is a locally registered organization that becomes the legal employer of your Dutch workforce. It lets companies based anywhere hire people in Amsterdam, Rotterdam, Eindhoven, or anywhere else in the country without forming a BV or branch. The EOR takes on the statutory employer duties, including Dutch employment contracts, EUR payroll, wage tax withholding, social insurance premiums, pension where a scheme applies, holiday allowance, sick pay, and lawful termination. You keep full control of the employee’s role, priorities, and performance.

This Model Works Especially Well When:

  • You want to open a European or EMEA presence quickly, using an English-fluent workforce
  • You need to hire commercial, technology, or logistics talent before an entity makes sense
  • You are converting Dutch contractors to employment as enforcement against false self-employment tightens
  • You are building a distributed EU team and want one employment model across countries
  • You want to reduce exposure to Dutch sick pay, dismissal, and payroll compliance risk
Komp delivers this as part of a single workforce platform, so your Dutch employees sit alongside contractors, EOR workers, and direct employees in other countries, governed by the same data, workflows, and controls.

How Komp’s Employer of Record Works in  Netherlands

KOMP becomes the legal employer for your Dutch team members and takes on their statutory liabilities, while you run the work. Here is what that looks like in practice.

Market entry without entity setup

Skip BV incorporation, the notarial deed, Chamber of Commerce registration, the Dutch bank account, and becoming a withholding agent for payroll taxes. KOMP’s existing Dutch infrastructure lets you make offers as soon as you find the right person.

Hire-to-retire lifecycle management

KOMP Activate runs onboarding, contracts, and benefits; KOMP PayOps runs payroll with wage tax returns and holiday allowance accrual; KOMP TimeOps tracks attendance, leave, and hours; and compliant offboarding closes the loop, all in one flow.

One view across every country

KOMP Workforce gives HR, Finance, and Legal a single source of truth for Dutch and global headcount, covering payroll status, fully loaded employer costs, holiday allowance liability, leave balances, and compliance alerts, with audit trails built in.

What Komp Handles Under EOR in the Netherlands

KOMP manages every part of the Dutch employment relationship so your team can focus on the work, not the paperwork.

Compliant employment contracts

We issue contracts that meet Dutch law and any applicable collective labor agreement, setting the right contract type, probation, working hours, salary and holiday allowance, notice, and clauses such as non-competition, which is only enforceable in fixed-term contracts with written justification.

Digital onboarding and registrations

We verify identity and right to work, collect the citizen service number, register the employee for payroll taxes and employee insurance, enroll them in the applicable pension scheme, and complete setup before the start date.

Payroll processing and salary disbursement

Komp PayOps calculates gross-to-net pay in EUR, applies the correct wage tax table and credits, accrues the statutory 8% holiday allowance for payment in May, and pays employees through our owned payment infrastructure with clear payslips.

Wage tax and national insurance

We withhold Dutch wage tax and national insurance at the current brackets, apply payroll tax credits where the employee elects them, and file the periodic wage tax return, along with the annual statement each employee needs.

Employer premiums and health insurance levy

We calculate and remit the unemployment fund premium at the applicable low or high rate, the differentiated disability premium, the childcare surcharge, and the income-related health insurance levy, which is an employer cost rather than a deduction.

30% ruling administration

For eligible incoming employees, we assess whether the salary and background conditions are met, submit the application to the tax authority within the deadline, and run the tax-free allowance correctly through payroll, including the salary cap.

Time, leave, sickness, and HR support

Komp TimeOps tracks statutory holiday, additional contractual days, and parental and birth leave. We manage sick pay at the required level, coordinate the reintegration steps Dutch law demands, and support employees in Dutch and English.

Offboarding and final settlement

We manage exits through the correct route, whether mutual termination agreement, UWV permission, or subdistrict court, calculate the statutory transition payment, pay out accrued holiday and allowance, and complete final tax and insurance reporting.

Employer of Record vs Entity Setup in the Netherlands

Criteria Employer of Record (Komp) Own Dutch Entity
Best suited for Market entry, small to mid-sized teams, fast expansion, remote or hybrid roles Large, permanent Dutch operations such as a European headquarters or distribution hub
Time to hire As soon as the candidate accepts, no incorporation needed Notarial incorporation, Chamber of Commerce registration, banking, and payroll tax registration come first
Upfront cost No setup cost; predictable per-employee fee Notary, registration, accounting, payroll, and advisory setup costs
Compliance ownership Managed by Komp with AI-assisted monitoring and human review Your responsibility, including sick pay liability, dismissal procedure, and collective agreement checks
Flexibility Scale up or down with minimal commitment Dissolving a Dutch entity takes time and professional support
Legal presence Not required, Komp is the legal employer Full Dutch company with directors, filings, and annual accounts
Workforce visibility Dutch data unified with your global workforce in one platform Often a separate local system and vendor

Employer of Record Cost in  Netherlands

EOR pricing in the Netherlands varies by provider, service scope, and team size. The real comparison is not the fee alone, it is the fee against the time, overhead, and risk of running your own Dutch entity in a market where employer liabilities run long. Komp pricing is built around your actual workforce model. You pay a clear, predictable fee that covers employment administration, Dutch payroll and filings, pension and benefits administration, compliance monitoring, and support. There are no hidden charges, no FX markups on payroll, and no need to coordinate separate payroll, HR, and legal vendors.

What Shapes Your Price

  • Number and type of workers: employees, contractors, and EOR hires across your footprint
  • Countries of operation: Netherlands only or multi-country
  • Compensation design: holiday allowance, bonuses, commissions, 13th month, or equity
  • Benefits scope: pension arrangements, travel or commuting allowances, and supplementary cover
  • Integrations and reporting: HRIS, ERP, and finance system connections

Why EOR Delivers Strong ROI

  • Faster revenue: your Dutch hire starts contributing sooner
  • Lower overhead: no incorporation, local accounting, payroll software, or in-country HR staff
  • Lower risk: fewer wage tax corrections, dismissal disputes, and misclassification exposures
  • Less admin: one platform, one invoice, one partner for Dutch employment

Who Should Use an EOR in the Netherlands?

Startups and scale-ups going international

Place your first European hires in an English-fluent market without tying up capital in a subsidiary and validate demand before you commit.

Technology and SaaS companies

Hire engineering, product, and EMEA go-to-market talent in Amsterdam, Utrecht, and Eindhoven while keeping your structure light.

Semiconductor, hardware, and engineering firms

Tap the Brainport Eindhoven ecosystem for design, systems, and manufacturing engineering talent without setting up a legal entity first.

Logistics, trade, and agrifood businesses

Use the Netherlands as a distribution and commercial base, hiring supply chain, trade compliance, and commercial roles close to Rotterdam and Schiphol.

Companies converting Dutch contractors

Move self-employed contractors onto compliant employment where the working relationship warrants it, ahead of tighter enforcement.

HR and Finance leaders

Get a consistent employee experience, predictable costs, consolidated invoicing, owned payment rails with zero FX markup, and audit-ready records for every Dutch hire.

Why Komp Is Different from Generic EOR Providers

Many providers can put a Dutch employee on payroll. KOMP is built as workforce infrastructure, combining AI intelligence, owned payment rails, and human governance so you can grow in the Netherlands with confidence.

AI Agent Swarms with human control

Autonomous agents continuously check payroll, classification, contracts, and regulatory change. Recommendations are surfaced for review before anything is executed: autonomous intelligence, human control.

Worker classification intelligence

Our jurisdiction-based rules engine analyzes 50+ risk factors to help you decide whether a Dutch worker should be engaged as self-employed or as an employee, which matters now that enforcement against false self-employment has resumed and a statutory presumption of employment applies below an hourly rate threshold.

Owned payroll infrastructure

Komp PayOps runs on owned infrastructure with 135+ currencies, transparent flat fees, and no FX markups, so paying EUR salaries from a USD, GBP, or INR budget costs exactly what you expect.

One platform, four modules

Komp Activate, Komp Workforce, Komp TimeOps, and Komp PayOps connect hiring, workforce records, time, and pay across the Netherlands and 150+ countries.

Enterprise-grade security

AES-256 encryption, SOC 2 Type II, ISO 27001, GDPR compliance, role-based access control, and AWS hosting with multi-region redundancy protect your Dutch employee data.

Real-time visibility and reporting

Live dashboards for payroll status, fully loaded employment costs including holiday allowance liability, leave balances, and compliance alerts, with exportable reports for Finance, HR, and audit.

Why Use an Employer of Record in the Netherlands?

The Netherlands combines EU membership with an internationally minded, English-fluent workforce, strong logistics and technology ecosystems, and a favorable location for European operations. An EOR makes entering it faster, safer, and lighter on overhead.

Hire without setup delays

Forming a BV means a notarial deed, Chamber of Commerce registration, banking, and payroll tax registration before anyone can be paid. With Komp, you can make offers and onboard without waiting for any of it.

Stay compliant from day one

Dutch employer duties are heavier than they first appear, from two years of sick pay and reintegration to dismissal rules and sector collective agreements. Komp keeps contracts, calculations, and filings current.

Control cost and overhead

Employer premiums typically add roughly 18 to 22 percent on top of gross salary, before the 8% holiday allowance and pension. Komp makes that cost visible and predictable and removes the entity overhead behind it.

Deliver a better employee experience

Accurate EUR pay, holiday allowance paid on time, the 30% ruling applied where it is due, and clear payslips matter to Dutch and international employees alike, and shape whether strong candidates accept and stay.

Manage the Netherlands like every other market

See Dutch headcount, costs, and compliance in the same platform as the rest of your global workforce. No separate vendor, no data silos.

Netherlands Employment Compliance: What Global Employers Must Manage

Dutch employers answer to the Belastingdienst for payroll taxes, to UWV for employee insurance and dismissal permission, to the Labor Inspectorate for working conditions, and in many sectors to a binding collective labor agreement. These are the areas that matter most, and how Komp covers them.

Employment contracts and collective agreements

Written contracts are the norm and key terms must be provided to the employee. Probation is limited by contract length and is void for contracts of six months or less. A sector or company collective labor agreement can set binding minimums on pay, hours, and leave that override the statutory baseline.

Minimum wage and holiday allowance

The Netherlands uses a statutory hourly minimum wage that is revised twice a year. It is €14.71 per hour for employees aged 21 and over from 1 January 2026, rising to €14.99 from 1 July 2026, with lower youth rates. On top of gross salary, employees are entitled to 8% holiday allowance, usually paid in May.

Wage tax and national insurance

Employment income is taxed in Box 1 at 35.75% up to €38,883, 37.56% up to €78,426, and 49.50% above that in 2026, with the first bracket including national insurance. Employers withhold through payroll and file periodic wage tax returns.

Employer premiums and health levy

Employers pay unemployment fund contributions at a low or high rate depending on contract type, a differentiated disability premium, a childcare surcharge, and an income-related health insurance levy. Together these typically add roughly 18 to 22 percent to gross salary, before pension.

Pension obligations

There is no universal statutory workplace pension, but participation in an industry-wide pension fund is mandatory in many sectors, and the Future Pensions Act transition is running through to the start of 2028. Checking sector obligations before hiring is essential.

Sick pay and reintegration

Employers must continue paying at least 70% of salary for up to two years of illness, not below the minimum wage in the first year, and many collective agreements require 100% in year one. Both employer and employee must follow prescribed reintegration steps, and failures can extend the payment obligation.

Leave entitlements

Employees accrue at least four times their weekly working hours in statutory holiday each year, which is 20 days for a full-time week, and many contracts add more. Birth leave, additional partner leave, paid parental leave, and unpaid parental leave apply on top.

Fixed-term contracts and the chain rule

Successive fixed-term contracts convert into an indefinite contract once the chain exceeds three contracts or three years, subject to the interval rules. Getting this wrong is one of the most common and most expensive errors foreign employers make.

Termination and transition payment

Unilateral dismissal generally requires UWV permission for redundancy or long-term illness, or subdistrict court approval on personal grounds, and mutual termination agreements are common in practice. A statutory transition payment is due from the first day of employment, based on one third of a month’s salary per year of service.

Work permits and data protection

EU and EEA nationals can work freely. Non-EU nationals generally need a residence and work permit, with the highly skilled migrant route requiring a recognized sponsor and salary thresholds that rise each year. Employee data is processed under the GDPR and Dutch implementing law.

If you engage self-employed contractors in the Netherlands, 2026 is the year to review them. Enforcement under the DBA Act resumed in 2025, and the tax authority can issue retroactive assessments where a contractor is in substance an employee. The VBAR Act, effective from mid-2026, adds clearer assessment rules and a legal presumption of employment below an hourly rate threshold. Komp’s classification intelligence documents the basis for each engagement, flags relationships that have drifted, and converts contractors onto compliant employment before an assessment forces the issue.

Employer of Record Coverage Across Key Dutch Cities

Dutch talent is spread across a dense network of cities within easy commuting distance of one another, each with its own sector profile. Komp lets you hire compliantly in any of them, with the same payroll, pension, and compliance workflows everywhere.

Employer of Record in Amsterdam

The commercial and technology capital, with the deepest pool of international, English-speaking talent in fintech, software, marketing, and EMEA sales, and the country’s highest salary levels and strongest competition for senior hires.

Employer of Record in Rotterdam

Europe’s largest port city and the base for logistics, trade, maritime services, and energy transition work, with strong supply chain, engineering, and commercial talent.

Employer of Record in The Hague

The seat of government and home to international organizations, legal and policy institutions, and a growing cyber security cluster, well suited to regulatory, legal, and public-sector-facing roles.

Employer of Record in Eindhoven and the Brainport region

The heart of Dutch high tech, with semiconductor, photonics, and precision engineering talent built around a dense supplier ecosystem and technical university.

Employer of Record in Utrecht and Amsterdam South-East

Central locations with strong professional services, health technology, and IT talent, often at slightly lower cost than central Amsterdam with excellent national connections.

Whether your Dutch team works in-office, hybrid, or fully remote, Komp runs payroll, wage tax, employer premiums, holiday allowance, and statutory leave consistently across the country, so adding a new location never adds new compliance work for you.

Employer of Record in the Netherlands: FAQs

It is a locally registered company that legally employs workers in the Netherlands on your behalf, taking responsibility for contracts, payroll, wage tax, social insurance, benefits, and compliance. You direct the employee’s work; the EOR carries the employer obligations, so you can hire without a Dutch entity.

No. With Komp as your Employer of Record, you can hire anywhere in the Netherlands without incorporating a BV, registering with the Chamber of Commerce, or becoming a withholding agent for Dutch payroll taxes.

Because Komp already has the legal and payroll infrastructure in place, onboarding can begin as soon as your candidate accepts. Timelines usually depend on the notice period with their current employer and, for non-EU nationals, on permit processing.

On top of gross salary, employers typically add roughly 18 to 22 percent for unemployment and disability premiums, the childcare surcharge, and the health insurance levy, plus the statutory 8% holiday allowance and any pension contribution. Komp shows the fully loaded cost per hire before you commit.

The Netherlands uses an hourly statutory minimum wage, revised twice a year. It is €14.71 per hour for employees aged 21 and over from 1 January 2026 and €14.99 from 1 July 2026, with lower rates for younger workers. Komp updates payroll at each revision.

Yes. Employees are entitled to holiday allowance of at least 8% of gross annual salary, usually paid as a lump sum in May. It is separate from holiday days themselves. Komp accrues it monthly so the May payment never comes as a surprise to Finance.

Yes. Where the employee was recruited from abroad and meets the salary and background conditions, Komp assesses eligibility, files the application within the deadline, and administers the tax-free allowance through payroll. The rate is 30% in 2026 and reduces to 27% for new rulings from 2027.

Employers must continue paying at least 70% of salary for up to two years of illness, with the first year not falling below the minimum wage, and many collective agreements require 100% in the first year. Both sides must follow prescribed reintegration steps. Komp manages payment, documentation, and the process.

Dismissal usually requires UWV permission for redundancy or long-term illness, or subdistrict court approval on personal grounds, and settlement agreements are common in practice. A statutory transition payment based on one third of a month’s salary per year of service is due from day one. Komp manages the route, the process, and the final settlement.

Yes, and this is a common reason companies come to us for the Netherlands. With enforcement against false self-employment now active, Komp assesses the working relationship, documents the basis for the change, and moves the person onto compliant employment with the correct terms.

Yes. Komp supports the residence and work permit process, including the highly skilled migrant route, and applies the salary thresholds and reporting duties that apply to sponsored employees.

An EOR reduces the risk because Komp is the legal employer. However, what your employees do, for example habitually concluding contracts on your behalf, can still matter. We recommend reviewing higher-risk roles with your tax advisor.

Komp is SOC 2 Type II certified, ISO 27001 certified, and GDPR compliant, uses AES-256 encryption with role-based access control, and is hosted on AWS with multi-region redundancy.
