The Ministry of Manpower closed off Employer of Record work pass sponsorship in July 2024. Providers still advertising visa support in Singapore are offering something a buyer’s counsel will strike out. Komp scopes the engagement honestly at the first conversation, so you do not build a hiring plan on a route that does not exist.
Every Singapore company needs a director ordinarily resident in Singapore. For a foreign business that usually means paying for a nominee, who carries real statutory liability on your behalf. Employing through Komp removes both the incorporation and the nominee arrangement for the hires an EOR can cover.
The Ordinary Wage ceiling reached its final scheduled step in January 2026, which also moved the Additional Wage ceiling sharply and changed how bonus-heavy packages are charged. Komp applies the current figures rather than last year’s, and flags the further rate changes landing in January 2027.
When a non-Citizen employee ceases employment, the employer must file tax clearance and withhold all monies due, not an estimate. Release the money early and the employer becomes personally liable for the departing employee’s unpaid tax. Because Singapore has no monthly withholding, foreign payroll teams assume there is nothing to hold. Komp does not make that mistake.

Compliance Secured
Before Komp, we had no unified view of our contractors and EOR workforce. Today HR and Finance operate from the same real-time data.
Komp didn't just simplify global hiring. They gave us a command center for scaling internationally. Instead of waiting months to establish an entity, we onboarded talent compliantly in just days.
Komp gave us the compliance infrastructure to operate confidently across regulated markets, without increasing operational overhead.
As our international footprint expanded, maintaining consistency across workforce processes became challenging. Komp helped us establish a scalable framework that supports operational efficiency and compliance confidence.
We finally have systems of scale that move as fast as our product teams. KOMP didn’t just reduce admin burden, they gave us infrastructure we can actually build on.
Global hiring evolved from a cross-functional burden into a coordinated operating model. For the first time, HR, Finance, and Legal were looking at the same numbers in the same place.
An Employer of Record (EOR) in Singapore is a locally incorporated company that becomes the legal employer of your Singapore workforce. It lets companies based anywhere employ Singapore Citizens and Permanent Residents without incorporating with ACRA, appointing a director ordinarily resident in Singapore, or maintaining a company secretary and registered office.
The EOR takes on the statutory employer duties, including the employment contract and Key Employment Terms, monthly SGD payroll, CPF and the Skills Development Levy, statutory leave, work injury compensation insurance, annual income reporting through the Auto-Inclusion Scheme, tax clearance on exit where applicable, and lawful termination. You keep full control of the employee’s role, priorities, and performance.
Singapore is unusual in one respect that matters more than anything else on this page. The Ministry of Manpower does not permit Employer of Record providers to apply for work passes for foreign nationals who will be working for an overseas company without a local presence. That means the EOR route covers Citizens and Permanent Residents, and a foreign national who needs an Employment Pass, S Pass, or Work Permit requires your own Singapore entity as the sponsoring employer.
Komp delivers this as part of a single workforce platform, so your Singapore employees sit alongside contractors, EOR workers, and direct employees in other countries, governed by the same data, workflows, and controls.
Komp becomes the legal employer for your Singapore team members and takes on their statutory liabilities, while you run the work. Here is what that looks like in practice.
Skip the ACRA incorporation, the resident director requirement and the nominee arrangement that usually satisfies it, the company secretary appointment within six months, the registered office, and the annual return and financial reporting cycle that follows.
Komp Activate runs onboarding, contracts, Key Employment Terms, and benefits; Komp PayOps runs SGD payroll with CPF and the Skills Development Levy; Komp TimeOps tracks working time and leave; and compliant offboarding, including notice, final settlement, and tax clearance where it applies, closes the loop in one flow.
Komp Workforce gives HR, Finance, and Legal a single source of truth for Singapore and global headcount, covering payroll status, fully loaded employer costs, leave balances, employment status, and compliance alerts, with audit trails built in.
See How It Works →Komp manages every part of the Singapore employment relationship so your team can focus on the work, not the paperwork.
We issue written contracts and the Key Employment Terms the Employment Act requires, covering job title, salary and salary period, working arrangements, leave, notice, and benefits. Employment Act coverage now extends to managers and executives, so the distinction that used to exclude senior staff no longer applies.
Komp PayOps calculates monthly payroll, pays within the statutory window after the end of the salary period, and issues itemized payslips. Overtime is applied where an employee falls within the working hours provisions, which depend on whether they are a workman or non-workman and on their basic salary level.
We calculate employer and employee CPF at the correct age-band rates, against the Ordinary Wage ceiling that reached its final scheduled step in January 2026 and the Additional Wage ceiling that moves with it. Contributions are remitted by the statutory monthly deadline. CPF applies to Citizens and Permanent Residents; it is not payable, and not permitted, for work pass holders.
The Skills Development Levy is a small employer-only charge calculated on monthly wages up to a cap, subject to a minimum and a maximum. Unlike CPF it applies to all employees, including work pass holders, and it is remitted alongside CPF each month.
Employers above a headcount threshold must submit employee income information electronically to IRAS in the annual submission window, together with the appendices covering benefits in kind and share scheme gains. It is a hard deadline with penalties calculated on the tax undercharged, and it is a threshold new employers cross without noticing.
When a non-Citizen employee ceases employment or leaves Singapore, tax clearance must be filed ahead of their last day and all monies due must be withheld until IRAS responds. This is the single most common and most expensive administrative error foreign employers make in Singapore, because there is no monthly withholding to prompt it.
Komp TimeOps tracks annual leave that starts low and rises with service, outpatient and hospitalization sick leave, public holidays, childcare leave, and the government-paid parental entitlements, including the shared parental leave that increased for children born from April 2026. Government-paid leave is funded by the employer and reimbursed, so cash flow needs managing.
We maintain work injury compensation insurance where the law requires it, and manage exits with the correct notice or payment in lieu, due inquiry where a dismissal is for misconduct, and the retrenchment notification that applies to employers above a headcount threshold.
See How It Works →In most markets this is a question of cost and speed. In Singapore it is first a question of who you are hiring, because one route is unavailable for foreign nationals.
| Criteria | Employer of Record (Komp) | Own Singapore Entity |
|---|---|---|
| Who you can employ | Singapore Citizens and Permanent Residents | Citizens, Permanent Residents, and foreign nationals you sponsor for a pass |
| Best suited for | Local hires, market entry, regional commercial roles, contractor conversion | A team including foreign nationals, a regional headquarters, or scale headcount |
| Time to hire | As soon as the candidate accepts | Incorporation is fast, but the resident director arrangement and pass applications come first |
| Resident director | Not required from you | Mandatory, and usually satisfied by a paid nominee carrying statutory liability |
| Upfront cost | No setup cost; predictable per-employee fee | Incorporation, corporate secretarial services, registered office, and nominee director fees |
| Work pass sponsorship | Not available from any EOR under current MOM policy | Available, subject to qualifying salary, COMPASS scoring, and job advertising rules |
| Compliance ownership | Managed by Komp with AI-assisted monitoring and human review | Your responsibility, including CPF, IR8A, IR21, work injury insurance, and annual filings |
| Workforce visibility | Singapore data unified with your global workforce in one platform | Often a separate local payroll provider and a separate HR system |
EOR pricing in Singapore varies by provider, service scope, and team size. The comparison worth running is not the fee alone. It is the fee against incorporation, corporate secretarial services, a registered office, a nominee director retained year after year, local payroll support, and the annual reporting cycle that comes with being a Singapore taxpayer.
There is also a cost point specific to Singapore that is worth understanding before you model anything. Employer CPF applies to Citizens and Permanent Residents but not to work pass holders, so two people on identical salaries can carry very different employer costs depending on status. The people an EOR can lawfully employ here are precisely the people who carry full CPF. That is not an argument against the EOR route, but it does mean a cost model built on a foreign hire will understate a local one substantially.
Komp pricing is built around your actual workforce model. You pay a clear, predictable fee that covers employment administration, SGD payroll, CPF and levies, statutory filings, leave administration, compliance monitoring, and support. There are no hidden charges and no FX markups on payroll.
Place a regional sales lead, marketing manager, partnerships director, or customer success team made up of Citizens and Permanent Residents, without an entity or a nominee director.
Hire engineering, product, and support staff in one of Asia's deepest technology markets, with English as the working language and a full business day of overlap across the region.
Prove the commercial case with a small local team before committing to a Singapore entity, a resident director, and the reporting obligations that follow.
If someone works set hours, uses your systems, and has no other clients, the arrangement may be employment in substance. Reclassification brings backdated CPF with interest, levies, leave, and Employment Act entitlements. Converting through an EOR closes that exposure.
If your shortlist includes foreign nationals, you need to know before you make offers that the EOR route will not carry them. Komp establishes that at the first conversation rather than at onboarding.
Get predictable costs, consolidated invoicing, correct CPF treatment by employment status, and audit-ready records for every Singapore hire.
Many providers can put a Singapore employee on payroll. Komp is built as workforce infrastructure, combining AI intelligence, owned payment rails, and human governance so you can grow in Singapore with confidence.
Autonomous agents continuously check payroll, classification, contracts, statutory deadlines, and regulatory change. Recommendations are surfaced for review before anything is executed: autonomous intelligence, human control.
Since July 2024 an EOR has not been permitted to apply for Singapore work passes. Providers still advertising Employment Pass support are describing a service the regulator has closed. Komp scopes what it can lawfully do and says so in writing.
The CPF Ordinary Wage ceiling took its final scheduled step in January 2026, contribution rates rise again for older employees in January 2027, the statutory retirement and re-employment ages increased in July 2026, shared parental leave increased for children born from April 2026, and the Workplace Fairness Act arrives at the end of 2027. Komp tracks what changes when.
Releasing final pay before tax clearance makes the employer personally liable for the departing employee's tax, with no recourse once they have left the country. Komp holds the payment until IRAS responds, every time.
AES-256 encryption, SOC 2 Type II, ISO 27001, GDPR compliance, role-based access control, and AWS hosting with multi-region redundancy protect your Singapore employee data.
Komp Activate, Komp Workforce, Komp TimeOps, and Komp PayOps connect hiring, workforce records, time, and pay across Singapore and 150+ countries.
Singapore is the most straightforward major market in Asia to operate in and one of the most competitive to hire in. Employment law is clear, termination is comparatively simple, and there is no monthly income tax withholding. The friction sits elsewhere: the resident director requirement, a tight labor market, and work pass policy that has tightened repeatedly and in one direction. An EOR removes the first of those for the hires it can lawfully cover.
A Singapore company needs a director ordinarily resident in Singapore, which a foreign business usually solves by paying a nominee who carries statutory liability on its behalf. For local hires, an EOR removes the requirement rather than outsourcing it.
Incorporation is cheap, but a Singapore entity brings a company secretary, a registered office, annual returns, financial reporting, and a corporate tax filing. For a team of three, none of that overhead is recoverable.
CPF ceilings changed in January 2026, rates change again in January 2027, the Auto-Inclusion Scheme has a hard annual deadline, and IR21 carries personal employer liability. None of these are difficult once known, and all of them are commonly missed.
The EOR and entity routes are not interchangeable in Singapore. Knowing which route a given candidate requires, before the offer, is worth more than any onboarding speed claim.
See Singapore headcount, costs, employment status, and compliance in the same platform as the rest of your global workforce. No separate vendor, no data silos.
Start Hiring in Singapore →Singapore employers answer to the Ministry of Manpower for employment standards and work passes, to the CPF Board for contributions, and to IRAS for income reporting and tax clearance. These are the areas that matter most, and how Komp covers them.
The Act covers employees under a contract of service, local and foreign, and since 2019 it has covered managers and executives as well. Employers must issue written Key Employment Terms and itemized payslips and keep employment records. The working hours, overtime, and rest day provisions apply only to workmen and non-workmen below defined basic salary levels, and an employee can drift out of those protections through a pay rise with no notification mechanism.
Employer and employee contributions are set by age band and apply to Citizens and Permanent Residents. The Ordinary Wage ceiling completed a multi-year step-up in January 2026, which also moved the Additional Wage ceiling and changed the treatment of bonuses. Rates increase again for older employees in January 2027. Underpayment attracts monthly interest and escalating penalties, and paying CPF for work pass holders, which is not permitted, is a common error in foreign-run payroll.
A small employer-only levy calculated on monthly wages up to a cap, with a minimum and maximum charge. It applies to all employees including work pass holders, which is the opposite of CPF, and it is remitted monthly.
Singapore does not operate monthly income tax withholding on employment income for most employees. Employees are assessed annually and pay IRAS directly. This is a genuine simplification, but it removes the monthly prompt that would otherwise catch the clearance obligation described below.
Employers at or above a headcount threshold must submit employee income information electronically to IRAS within an annual submission window, with appendices for benefits in kind and share scheme gains. Penalties include fines and a multiple of the tax undercharged. Once an employer is in the scheme it stays in, even if headcount later falls.
Where a non-Citizen employee ceases employment, is posted overseas, or leaves Singapore for an extended period, the employer must file tax clearance ahead of the last day and withhold all monies due, not a tax estimate. IRAS then either releases the funds or directs payment. An employer who releases money early becomes personally liable for the employee’s unpaid tax.
Foreign nationals require an Employment Pass, S Pass, or Work Permit sponsored by a Singapore-registered employer with a genuine employment relationship. Since July 2024 the Ministry of Manpower has not permitted Employer of Record providers to make those applications on behalf of overseas companies without a local presence. Any Singapore hiring plan involving foreign nationals must be built on your own entity.
Employment Pass applications must clear a minimum qualifying salary and then score enough points under the COMPASS framework. Two of the four foundational criteria assess the employer rather than the candidate: the share of the candidate’s nationality within the firm’s professional workforce, and the firm’s local professional employment share against its subsector. Firms below a professional headcount threshold receive default points, so scoring can change sharply as a company grows.
Before applying for an Employment Pass or S Pass, employers must advertise the role on the national jobs portal for a minimum period and fairly consider all applicants. Breaches attract debarment that blocks both new applications and renewals, which can strand existing pass holders, and false declarations carry criminal penalties.
Statutory annual leave starts low and rises with service, which is modest by international standards and usually improved contractually. Sick leave is split between outpatient and hospitalization entitlements and scales with service. Government-paid maternity, paternity, shared parental, and childcare leave are funded by the employer and reimbursed subject to caps, and shared parental leave increased for children born from April 2026.
Employers must maintain insurance for employees doing manual work regardless of salary, and for non-manual employees below a salary threshold, covering local and foreign staff alike. Compensation limits were raised in November 2025. Failing to insure carries a fine and possible imprisonment, and under-declaring headcount can prejudice claims across the policy.
Singapore is comparatively straightforward. Employment can be terminated on notice or payment in lieu without demonstrating cause, there is no statutory redundancy payment, and summary dismissal is available for misconduct after due inquiry. The constraints are a short and inexpensive wrongful dismissal route through mediation and the Employment Claims Tribunals, protection for pregnant employees, a mandatory retrenchment notification for employers above a headcount threshold, and the discrimination regime arriving at the end of 2027.
The Work Pass Question, Answered Plainly
No Employer of Record can sponsor a Singapore work pass, including Komp. In July 2024 the Ministry of Manpower clarified that Employer of Record providers may not apply for work passes for foreign nationals who will be working for an overseas company with no local presence and described making such an application as an offence. The position covers the Employment Pass, S Pass, and Work Permit.
The reasoning is visible in the framework itself: a pass application requires a genuine employment relationship with real supervision and control, and two of the four foundational COMPASS criteria score the sponsoring firm’s own workforce rather than the candidate, which a pass- through arrangement cannot satisfy.
The consequences of getting this wrong fall on the client as well as the provider, and can include pass revocation, rejection of future applications, and debarment.
What this means in practice is straightforward. If you are hiring Singapore Citizens and Permanent Residents, Komp can employ them today with no entity of your own. If you are hiring foreign nationals, you need your own Singapore entity, and we will help you plan that transition rather than sell you a route that does not exist. Komp would rather tell you this before you make an offer than after.
Singapore is a city-state, so coverage is national, but hiring patterns differ sharply by district and knowing where your talent sits helps shape the offer. Komp employs across all of them on the same terms.
The financial core, spanning banking, capital markets, asset management, insurance, and fintech, and the natural location for treasury, risk, compliance, legal, and senior commercial roles. Also, where salary expectations and the financial services pass thresholds are highest.
The research and innovation cluster covering Biopolis, Fusionopolis, and Mediapolis, home to biomedical sciences, information and communications technology, media, and deep technology, and the densest concentration of research and engineering talent in the country.
The advanced manufacturing and industrial technology base, covering precision engineering, robotics, automation, and supply chain technology, with a workforce profile closer to industry than to the CBD.
The shared services, logistics, information technology operations, and aviation cluster, widely used for regional back-office and technology delivery functions at a lower cost base than the city center.
Tampines, Jurong Lake District, and Paya Lebar function as decentralized commercial hubs hosting corporate offices, technology teams, and operations functions, and are increasingly where employers place roles that do not need to have a CBD address.
It is a locally incorporated company that legally employs workers in Singapore on your behalf, taking responsibility for the contract and Key Employment Terms, SGD payroll, CPF, the Skills Development Levy, statutory leave, work injury insurance, annual income reporting, and lawful termination. You direct the employee’s work; the EOR carries the employer obligations, so you can hire without a Singapore entity.
No, and neither can any other Employer of Record. In July 2024 the Ministry of Manpower clarified that EOR providers may not apply for work passes for foreign nationals working for an overseas company with no local presence, and described such an application as an offence. The restriction covers the Employment Pass, S Pass, and Work Permit. If your hire needs a pass, you need your own Singapore entity as the sponsoring employer, and we will help you plan that rather than promise something we cannot lawfully do.
Singapore Citizens and Permanent Residents, which for most companies covers most of the roles they want to fill locally. We can also engage contractors and run global payroll. Where a role requires a foreign national on a work pass, we will tell you at the first conversation so it does not surface after you have made an offer.
Because Komp already holds the Singapore entity and employer registrations, onboarding starts as soon as your candidate accepts. The timeline is then driven by contract execution and payroll setup rather than by incorporation or a nominee director arrangement on your side.
The Central Provident Fund is Singapore’s mandatory savings scheme covering retirement, housing, and healthcare. Employer and employee contributions are set by age band and calculated on wages up to a monthly Ordinary Wage ceiling, with a separate Additional Wage ceiling applying to bonuses. CPF applies to Citizens and Permanent Residents; it is not payable, and not permitted, for work pass holders, which means employer cost differs substantially by employment status.
The Ordinary Wage ceiling took the final step of a published multi-year schedule in January 2026. Because the Additional Wage ceiling is calculated as the annual ceiling less ordinary wages already subject to CPF, that step also reduced the Additional Wage headroom sharply, so bonus-heavy packages attract materially less CPF than in 2025. Contribution rates for older employees rise again in January 2027. Any Singapore cost model built before 2026 needs revisiting.
Beyond salary, a Citizen or Permanent Resident carries employer CPF at the applicable age-band rate up to the Ordinary Wage ceiling, plus the Skills Development Levy, plus work injury insurance where required and any contractual benefits. Because CPF is capped, employer cost flattens above the ceiling. Komp models the fully loaded figure against current thresholds rather than quoting a single percentage.
Payroll is monthly and must be paid within a short statutory window after the end of the salary period, with itemized payslips. There is no monthly income tax withholding for most employees, so payroll handles CPF and the levy rather than income tax. Income is reported to IRAS annually through the Auto-Inclusion Scheme, and employees are assessed and pay directly.
IR21 is the tax clearance an employer must file when a non-Citizen employee ceases employment or leaves Singapore. The employer must file ahead of the last day and withhold all monies due, not an estimate of the tax, until IRAS responds. Release the money early and the employer becomes personally liable for the employee’s unpaid tax. Because Singapore has no monthly withholding, foreign payroll teams often assume there is nothing to hold, which makes this one of the most expensive routine errors in the market.
CPF for Citizens and Permanent Residents, paid annual leave that starts at a modest level and rises with service, outpatient and hospitalization sick leave scaling with service, paid public holidays, childcare leave, government-paid maternity, paternity, and shared parental leave subject to eligibility and reimbursement caps, and work injury compensation insurance where required. Private medical cover is common for professional roles but is not a statutory requirement for Citizens and Permanent Residents.
Where the contract is silent, statutory notice scales with length of service from a single day for very short service up to four weeks for five years or more. In practice most professional contracts specify one to three months, and the contractual period governs where it is longer. Either party may pay salary in lieu of notice.
Comparatively straightforward. Employment can be ended on notice or payment in lieu without having to demonstrate a fair reason, there is no statutory redundancy payment, and summary dismissal is available for misconduct after due inquiry. The constraints are a quick and inexpensive wrongful dismissal route through mediation and the Employment Claims Tribunals, protection for pregnant employees, a mandatory retrenchment notification for larger employers, and a workplace discrimination regime arriving at the end of 2027.
It reduces the risk but does not remove it, and any provider claiming otherwise is overstating the position. Permanent establishment turns on tax rules, principally whether you have a fixed place of business in Singapore or a dependent agent habitually concluding contracts on your behalf, not on who administers payroll. An EOR employing engineering, support, or back-office staff carries low exposure. An EOR employing a regional sales lead with authority to bind your company can create a dependent-agent exposure regardless of the arrangement. Komp will flag where a role sits on that line before you hire.
It can be. The Ministry of Manpower applies a multi-factor test looking at control and integration, and a contractor who works set hours, uses your systems, and has no other clients may be an employee in substance. Reclassification brings backdated CPF with interest, the levy, leave and Employment Act entitlements, and work injury exposure. Converting through an EOR closes it on a controlled timeline, provided the individual is a Citizen or Permanent Resident.
Komp is SOC 2 Type II certified, ISO 27001 certified, and GDPR compliant, uses AES-256 encryption with role-based access control, and is hosted on AWS with multi-region redundancy, aligned to Personal Data Protection Act expectations.
