An Occupation Permit or work permit is applied for on the strength of a Mauritius-registered employer holding a Business Registration Number. A company with no Mauritian presence cannot be that employer. Komp already is one, which is what makes hiring a non-citizen possible at all.
Severance for an unjustified termination runs at three months’ remuneration for each year of service, calculated on total pay including bonus and commission. The disciplinary procedure has short absolute deadlines, and missing one makes a dismissal unlawful regardless of the merits. Komp runs the process correctly the first time.
A Mauritian payroll carries CSG at banded rates, NSF within a floor and a ceiling that move each July, an uncapped training levy, and PRGF at a flat employer-only rate with its own exclusions. Providers routinely miss one of them. Komp calculates all four, against the current thresholds.
Pay costs step up every 1 January through the minimum wage and the statutory additional remuneration; tax bands and the NSF ceiling reset every 1 July with the Budget. A cost model built on one cycle is wrong within six months. Komp tracks both and updates your figures as they change.

Compliance Secured
Before Komp, we had no unified view of our contractors and EOR workforce. Today HR and Finance operate from the same real-time data.
Komp didn't just simplify global hiring. They gave us a command center for scaling internationally. Instead of waiting months to establish an entity, we onboarded talent compliantly in just days.
Komp gave us the compliance infrastructure to operate confidently across regulated markets, without increasing operational overhead.
As our international footprint expanded, maintaining consistency across workforce processes became challenging. Komp helped us establish a scalable framework that supports operational efficiency and compliance confidence.
We finally have systems of scale that move as fast as our product teams. KOMP didn’t just reduce admin burden, they gave us infrastructure we can actually build on.
Global hiring evolved from a cross-functional burden into a coordinated operating model. For the first time, HR, Finance, and Legal were looking at the same numbers in the same place.
An Employer of Record (EOR) in Mauritius is a locally registered company that becomes the legal employer of your Mauritian workforce. It lets companies based anywhere hire people in Port Louis, Ebène, or anywhere else on the island without incorporating a company, appointing a licensed management company, or registering as an employer in their own name.
The EOR takes on the statutory employer duties, including the employment contract, MUR payroll, PAYE withholding, CSG, NSF, training levy and PRGF contributions, statutory leave, the end of year bonus, the retirement gratuity obligation, and lawful termination. You keep full control of the employee’s role, priorities, and performance.
Komp delivers this as part of a single workforce platform, so your Mauritian employees sit alongside contractors, EOR workers, and direct employees in other countries, governed by the same data, workflows, and controls.
Komp becomes the legal employer for your Mauritian team members and takes on their statutory liabilities, while you run the work. Here is what that looks like in practice.
Incorporation itself is fast in Mauritius; the friction is everything downstream. Skip the resident director and registered office, the licensed management company if you are going the global business route, substance testing, monthly Revenue Authority returns, annual audited accounts, and the corporate levies that apply once you are a Mauritian taxpayer.
Komp Activate runs onboarding, contracts, permit applications, and benefits; Komp PayOps runs MUR payroll with every contribution line; Komp TimeOps tracks working time and leave; and compliant offboarding, including the prescribed disciplinary or redundancy procedure and final settlement, closes the loop in one flow.
Komp Workforce gives HR, Finance, and Legal a single source of truth for Mauritian and global headcount, covering payroll status, fully loaded employer costs, accrued gratuity and PRGF exposure, permit expiry dates, leave balances, and compliance alerts, with audit trails built in.
See How It Works →Komp manages every part of the Mauritian employment relationship so your team can focus on the work, not the paperwork.
We issue written contracts that meet the Workers’ Rights Act, setting role, remuneration, hours, probation, notice, and leave. Mauritius sets no statutory probation period and no statutory maximum, so probation is purely contractual, and a probationary dismissal must still not be harsh, unjust, or unreasonable. Drafting it properly is the only protection available.
The Economic Development Board issues the Occupation Permit, a combined work and residence permit, for roles above the statutory salary threshold; the Ministry of Labor issues work permits for roles below it, where the employer must evidence attempts to recruit locally. Both are applied for by a registered Mauritian employer. Komp manages the application, the renewal cycle, and the expiry tracking.
Komp PayOps calculates monthly payroll under the current progressive bands, applies the exempt-person threshold below which no PAYE is withheld, and files electronically by the statutory deadline. The exempt threshold is expressed as the annual zero-rate band divided over thirteen months, because the 13th month is statutory rather than discretionary.
We apply CSG at the correct band rate for each employee, NSF within the floor and ceiling revised each July, and the training levy on the full basic wage with no ceiling. We also apply the statutory exemptions correctly, including those available to certain categories of non-citizen employees.
PRGF is an employer-only monthly contribution with specific exclusions, including workers above a salary ceiling, members of approved private pension schemes, and non-citizen or migrant workers. The exclusion does not remove the underlying retirement gratuity obligation, which remains payable and unfunded for excluded staff. Komp tracks both the contribution and the accruing liability so it appears in your numbers rather than at exit.
Komp TimeOps tracks the 45-hour week and overtime at premium rates, annual leave and the additional days that accrue with service, accumulating sick leave, vacation leave for long-serving employees, paid public holidays, and the right to disconnect during defined unsocial hours, which carries a disturbance allowance where work is required.
Mauritius legislates an annual pay increase effective 1 January through the additional remuneration regulations, alongside the minimum wage. It also mandates a 13th month, the bulk of which must be in the employee’s hands before the Christmas period. Komp schedules and funds both.
We manage exits within the prescribed procedure: charges notified within days of the employer becoming aware, a hearing with proper notice at which the employee may be represented, and a decision within the statutory window. Where roles are being reduced, we handle consultation and the Redundancy Board process rather than acting first and arguing later.
See How It Works →| Criteria | Employer of Record (Komp) | Own Mauritian Entity |
|---|---|---|
| Best suited for | Small senior teams, market entry, regional service functions, permit-dependent hires | A licensed financial services operation, a substantive regional headquarters, or scale headcount |
| Time to hire | As soon as the candidate accepts, with permit processing running in parallel | Incorporation is fast, but employer registration, banking, and substance arrangements come first |
| Upfront cost | No setup cost; predictable per-employee fee | Incorporation and annual registration fees, registered office, resident director, and a management company where licensed |
| Ongoing obligations | Handled by Komp | Monthly PAYE, CSG, NSF, levy and PRGF returns, annual audited accounts, and corporate levies |
| Permit sponsorship | Komp applies as the registered employer | You apply, once registered, and carry the renewal obligations |
| Compliance ownership | Managed by Komp with AI-assisted monitoring and human review | Your responsibility, including the disciplinary and Redundancy Board procedures |
| Termination exposure | Managed within the statutory procedure by an experienced local employer | Three months’ remuneration per year of service if a termination is found unjustified |
| Workforce visibility | Mauritian data unified with your global workforce in one platform | Often a separate local payroll provider and a separate HR system |
EOR pricing in Mauritius varies by provider, service scope, and team size. The comparison worth running is not the fee alone. It is the fee against the registered office, resident director, management company, audit, and corporate levy costs of running your own Mauritian entity, plus the gratuity and severance exposure that accrues from the first year.
Komp pricing is built around your actual workforce model. You pay a clear, predictable fee that covers employment administration, permit sponsorship and renewals, MUR payroll, every statutory contribution, the 13th month, gratuity provisioning, compliance monitoring, and support. There are no hidden charges, no FX markups on payroll, and no need to coordinate a separate payroll bureau, management company, and employment lawyer.
Place fund accounting, compliance, KYC, risk, or treasury staff alongside a Mauritian structure without building a separate employing entity for a team of five or ten.
Mauritius is one of the few places with a genuinely bilingual English and French professional workforce, which is why it wins francophone service delivery that anglophone hubs cannot serve and anglophone work that North African hubs cannot.
Build a small engineering, data, or customer operations pod with full-day overlap with India, the Gulf, Europe, and the rest of Africa, in a jurisdiction with full fibre coverage and multiple submarine cable routes.
If your investment or holding vehicle sits in Mauritius, employing the people who run it locally supports substance. An EOR provides the employment layer without a second corporate structure.
An Occupation Permit or work permit must be sponsored by a registered Mauritian employer. If you have no Mauritian presence, an EOR is not the convenient option, it is the only compliant one.
Get predictable costs, consolidated invoicing, visible gratuity accrual, and audit-ready records for every Mauritian hire.
Many providers can put a Mauritian employee on payroll. Komp is built as workforce infrastructure, combining AI intelligence, owned payment rails, and human governance so you can grow in Mauritius with confidence.
Autonomous agents continuously check payroll, classification, contracts, permit expiry dates, and regulatory change. Recommendations are surfaced for review before anything is executed: autonomous intelligence, human control.
CSG, NSF, the training levy, and PRGF each have their own base, their own ceiling or absence of one, and their own exclusions. Missing one, or applying a ceiling where none exists, is the most common error in Mauritian payroll. Komp calculates all four against the current thresholds.
PRGF excludes several categories of worker, including non-citizens, but the retirement gratuity obligation behind it does not disappear. For a team that is largely expatriate, that liability is real and unfunded. Komp carries it on the record rather than leaving it to be discovered at exit.
Menstrual leave came into force in August 2026. Maternity leave extends to twenty-six weeks and paternity to six weeks from January 2027. A national pension and provident fund is intended to replace CSG and PRGF from July 2027. Any cost model published today has a known expiry date, and Komp tracks what changes when.
AES-256 encryption, SOC 2 Type II, ISO 27001, GDPR compliance, role-based access control, and AWS hosting with multi-region redundancy protect your Mauritian employee data.
Komp Activate, Komp Workforce, Komp TimeOps, and Komp PayOps connect hiring, workforce records, time, and pay across Mauritius and 150+ countries.
Mauritius is a high-value, low-volume market, and it is worth being clear about that. The labor force is under 600,000 people, unemployment is near a two-decade low, and the working-age population is no longer growing. This is not where you build a 500-seat delivery center. It is where you place the small, senior, trusted team that anchors a group's Africa or Asia structure, and where the treaty network, the legal system, the bilingual workforce, and the time zone make that team worth more than its headcount suggests. An EOR is the proportionate way to employ it.
Permits are sponsored by a registered Mauritian employer, not by a foreign parent. Without a local employer there is no application to make, whatever the candidate's qualifications.
A Mauritian entity brings a registered office, resident director, monthly returns, annual audited accounts, and corporate levies. For a team of five, none of that overhead is recoverable. An EOR carries it instead.
Discipline runs on short absolute deadlines, and a redundancy cannot take effect until the Redundancy Board rules, with wages continuing throughout. An unjustified termination costs three months' remuneration per year of service. This is the single largest financial risk in a Mauritian hire and the strongest argument for an experienced local employer.
Pay costs rise every January through the minimum wage and additional remuneration; tax bands and contribution ceilings reset every July with the Budget. Komp updates both rather than quoting a figure that ages out.
See Mauritian headcount, costs, permit status, and compliance in the same platform as the rest of your global workforce. No separate vendor, no data silos.
Start Hiring in Mauritius →Mauritian employers answer to the Ministry of Labor for employment standards and work permits, to the Mauritius Revenue Authority for payroll taxes and contributions, and to the Economic Development Board for Occupation Permits. These are the areas that matter most, and how Komp covers them.
The Act governs contracts of service and covers part-time, casual, and atypical or remote workers. Employees above a defined annual basic wage fall outside the entitlement-style provisions such as hours and vacation leave, but retain the protections that matter most, including those on discrimination, equal pay, unjustified termination, gratuity, and safety. Knowing which side of that line a role sits on changes how it should be contracted.
The Contribution Sociale Généralisée applies to all employed persons, including non-citizens, at banded employee and employer rates that step up above a monthly salary threshold. Named exemptions exist, including for certain non-citizens in export manufacturing within their first years of residence, non-residents, and Premium Visa holders. Applying an exemption that does not apply, or missing one that does, both create exposure.
The National Savings Fund is contributed by both employee and employer within a wage floor and ceiling that are revised each July, so the employer cost is capped. The Human Resource Development Council training levy is employer-only and is charged on the full basic wage with no ceiling at all. The two behave differently and are frequently confused.
The Portable Retirement Gratuity Fund is an employer-only monthly contribution on remuneration, with no ceiling on the contribution base up to a salary exclusion threshold. Excluded categories include members of approved private pension schemes and non-citizen or migrant workers. Where an employee is excluded, the underlying retirement gratuity of a defined number of days’ pay per year of service remains payable directly by the employer and is unfunded.
Income tax is withheld monthly under progressive bands applied to annual chargeable income. Employees below a monthly emoluments threshold are treated as exempt persons and no PAYE is withheld. That threshold is derived from the annual zero-rate band divided over thirteen months, reflecting the statutory 13th month, and it moves with the Budget.
Mauritius legislates an annual inflation compensation, the additional remuneration, effective 1 January each year, alongside a revised national minimum wage. For full-time employees below a salary threshold this is a fixed monthly amount; for part-time and piece-rate workers it is calculated differently. It is a statutory cost, not a negotiation.
A 13th month is mandatory. For employees at or below a defined monthly basic wage it is governed by the Workers’ Rights Act and calculated as the greater of December’s basic salary or one twelfth of total annual earnings including overtime and commission; above that threshold it falls under separate gratuity legislation. At least three quarters must be paid several clear working days before Christmas, with the balance by year end, and entitlement survives resignation after sufficient service and even dismissal for gross misconduct.
Annual leave accrues after twelve months’ continuous employment with additional days each year, sick leave accumulates to a substantial ceiling, and long-serving employees earn vacation leave to be taken in blocks. Paid menstrual leave came into force in August 2026 irrespective of salary. From January 2027, maternity leave extends substantially with an optional further period at half pay, and paternity leave extends as well.
Employees may refuse work communications during defined unsocial hours. Where an employee is required to work during those hours, a disturbance allowance is payable for each hour worked. Distributed teams working across time zones need to be structured with this in mind rather than discovering it in a claim.
The procedure is prescriptive and the deadlines are absolute: charges must be notified within days of the employer becoming aware of the alleged misconduct, the employee must be given proper notice of a hearing at which they may be represented, and the decision must follow within a defined window. Missing any step makes the dismissal unlawful regardless of the underlying merits, which is where foreign managers most often go wrong by running an informal investigation first.
For employers above a headcount or turnover threshold, a reduction of workforce requires advance notification and negotiation with the recognized union or employee representatives, followed by a filing with the Redundancy Board if no agreement is reached. The reduction cannot take effect until the Board rules, wages continue throughout the proceedings, and acting first makes the reduction automatically unjustified. An unjustified reduction can result in reinstatement with back pay or severance at three months’ remuneration per year of service.
An unjustified termination in Mauritius costs three months’ remuneration for every year of service.
Severance is calculated as three months’ remuneration for each twelve months of continuous employment, pro-rated for part years, on the higher of the last full month’s pay or the average of the preceding twelve months, including bonuses and commission. A six-year employee dismissed unlawfully is therefore an eighteen-month payout.
The route to that outcome is usually procedural rather than substantive: a manager investigates informally, misses the window for notifying charges, and the dismissal becomes unlawful regardless of what the employee did. On the redundancy side, the reduction cannot lawfully take effect until the Redundancy Board has ruled, wages continue to be paid while it deliberates, and an employer who acts first has already lost.
Hiring through Komp means the disciplinary clock is managed by an employer that runs it routinely, and that a reduction is filed properly rather than announced first and defended afterward.
Mauritius is small enough that location matters less than sector, but professional employment concentrates in a corridor running from the capital through the central plateau. Komp lets you hire compliantly anywhere on the island, with the same contracts, payroll, and compliance workflows.
The capital and the seat of government, the Bank of Mauritius, the Stock Exchange, the port, and most banking and insurance headquarters. The natural location for financial services, legal, and corporate roles.
The purpose-built technology and business district on the central plateau, home to most management companies, fund administrators, shared services centers, BPO operations, and technology employers on the island.
A fast-growing corporate and campus corridor around Moka, Quatre Bornes, and Curepipe, attracting professional services and back-office functions relocating out of Port Louis.
The coastal north, where much of the expatriate and remote-working population is based, and a practical base for internationally facing roles that do not need to sit in the capital.
The island is compact, fully fibre-covered, and served by multiple submarine cable systems, so distributed working is straightforward. Komp employs remote and hybrid staff on the same terms wherever they are based.
It is a locally registered company that legally employs workers in Mauritius on your behalf, taking responsibility for the contract, MUR payroll, PAYE, CSG, NSF, the training levy, PRGF, statutory leave, the end of year bonus, gratuity, and lawful termination. You direct the employee’s work; the EOR carries the employer obligations, so you can hire without a Mauritian entity.
Yes, through an Employer of Record. Incorporation itself is quick in Mauritius, but an employing entity also needs a registered office, a resident director, monthly Revenue Authority returns, annual audited accounts, and exposure to corporate levies. For a small team none of that overhead is recoverable, which is why an EOR is usually the proportionate route.
Because Komp already holds the Mauritian employer registration, onboarding starts as soon as your candidate accepts. The timeline is then driven by contract execution and payroll registration rather than by any incorporation on your side. Where the hire is a non-citizen, permit processing sits on the critical path and should be planned for separately, since an Occupation Permit or work permit typically takes several weeks.
Income tax is withheld monthly under progressive bands applied to annual chargeable income, with employees below a monthly emoluments threshold treated as exempt persons from whom no PAYE is deducted. On top of that sit the employer and employee contributions: CSG at banded rates, NSF within a wage floor and ceiling revised each July, an employer-only training levy on the full basic wage, and PRGF where the employee is not excluded. Returns are filed electronically each month. Note that the National Pensions Fund was replaced by CSG some years ago, so any provider still quoting NPF rates is working from a superseded regime.
Yes. Payroll is administered in MUR against MUR-denominated statutory thresholds, paid to local accounts, with PAYE, CSG, NSF, the training levy, and PRGF filed monthly to the Mauritius Revenue Authority on the statutory deadline. There are no FX markups on payroll.
The statutory package is more substantial than in many comparable markets. It includes annual leave accruing after twelve months with additional days each year, accumulating sick leave, paid public holidays, maternity and paternity leave, paid menstrual leave, vacation leave for long-serving employees, the mandatory 13th month paid in December, the annual additional remuneration effective each January, and the retirement gratuity funded through the PRGF where the employee is not excluded. Private medical cover is common for professional roles but is not a statutory requirement.
The statutory minimum is thirty days on either side, or payment in lieu, and for monthly-paid employees the notice must run to the end of the month. Contracts for senior roles commonly provide for longer, and the contractual period governs where it exceeds the statutory floor. Notice on its own is not sufficient, however: the disciplinary or redundancy procedure must also have been followed correctly, and that is where most terminations go wrong.
It reduces the risk but does not remove it, and any provider claiming otherwise is overstating the position. Permanent establishment is determined by tax rules, principally whether you have a fixed place of business in Mauritius or a dependent agent habitually concluding contracts on your behalf, not by who administers payroll. An EOR employing back-office, administration, or technical staff carries low exposure. An EOR employing someone with authority to negotiate and bind your company can create a dependent-agent exposure regardless of the EOR arrangement, and Mauritius is a jurisdiction where substance and tax residence questions are examined closely. Komp will flag where a role sits on that line before you hire, so you can take advice on the specific case.
Financial services and fund administration lead, reflecting the size of the global business sector, followed by ICT and business process operations, professional and consulting services, and groups that already hold a Mauritian investment or holding structure and want the people who run it employed locally. The common thread is a small, senior, high-value team rather than volume headcount.
An Occupation Permit or work permit is applied for on the strength of a Mauritius-registered employer holding a Business Registration Number, so a company with no Mauritian presence cannot sponsor anyone. Komp is a registered Mauritian employer. Talk to us about the specific role, salary level, and nationality so we can confirm the right permit category and the current threshold before you make an offer.
Beyond salary, the employer carries CSG at a banded rate that steps up above a monthly salary threshold, NSF within a floor and ceiling revised each July, an uncapped training levy on the full basic wage, and PRGF where the employee is not excluded. On top of that sit the statutory 13th month and the January additional remuneration. Komp models the fully loaded figure against current thresholds rather than quoting a single percentage.
The Portable Retirement Gratuity Fund is an employer-only monthly contribution that funds the retirement gratuity. Several categories are excluded, including members of approved private pension schemes, employees above a salary ceiling, and non-citizen or migrant workers. Where an employee is excluded, the gratuity obligation itself does not disappear; it remains payable by the employer and unfunded, which is a specific trap for a largely expatriate team.
Yes. A 13th month is a statutory entitlement, calculated differently depending on whether the employee sits above or below a defined monthly basic wage. Most of it must be paid several clear working days before Christmas with the balance by year end, and entitlement survives resignation after sufficient service and even dismissal for gross misconduct.
Harder than most markets, and procedurally unforgiving. Charges must be notified within days of the employer becoming aware, the employee must have proper notice of a hearing and may be represented, and the decision must follow within a defined window. Missing a step makes the dismissal unlawful whatever the merits. Severance for an unjustified termination is three months’ remuneration for each year of service.
It is the body that must approve a reduction of workforce for employers above a headcount or turnover threshold. You must consult in advance, file if no agreement is reached, keep paying wages while the Board deliberates, and wait for its ruling before the reduction takes effect. Acting first makes the reduction automatically unjustified.
Yes. An additional remuneration is legislated every year with effect from 1 January to compensate for inflation, alongside a revised national minimum wage. It is a hard cost rather than a negotiation, and it means a Mauritian cost model needs a January step-up built in, separate from the July tax-year reset.
Annual leave accrues after twelve months of continuous employment with additional days each year, sick leave accumulates to a substantial ceiling, and long-serving employees earn vacation leave taken in blocks. Paid menstrual leave came into force in August 2026. Maternity and paternity leave both extend significantly from January 2027, which is worth factoring into any team you are building now.
Honestly, no. The labor force is under 600,000, unemployment is near a two-decade low, and the working-age population is not growing, so it is a tight and competitive market. Mauritius is where you place a small, senior, high-value team, not a volume operation. If you need scale, we can talk about Egypt, Morocco, Kenya, or South Africa alongside it.
Komp is SOC 2 Type II certified, ISO 27001 certified, and GDPR compliant, uses AES-256 encryption with role-based access control, and is hosted on AWS with multi-region redundancy, aligned to Mauritian data protection expectations.
De-risk your global expansion. Komp automates international hiring, compliant payroll, and localized benefits in 150+ countries for you to focus on scale, not bureaucracy.
