Why Choose Komp as Your Employer of Record in Hungary

Hungary is one of Central Europe’s most efficient places to build a team: EU membership, highly educated and multilingual talent, deep IT, engineering, and shared-services clusters, and salary levels well below Western Europe. We act as the legal employer for your Hungarian team, while our AI-powered platform runs payroll, classification, and compliance monitoring across the full employee lifecycle. Every AI recommendation is reviewed before action is taken, so you move fast without losing control.

Fast, Compliant Market Entry

Onboard talent anywhere in Hungary without incorporating a Kft. or branch. KOMP issues Labor Code-compliant employment contracts in Hungarian and English, completes the pre-start registrations with NAV, and sets your new hire up correctly from day one.

Hungarian Payroll on Autopilot

Komp PayOps calculates gross-to-net pay in HUF every cycle, applies the flat personal income tax and employee social contributions, adds the employer social contribution tax, and files monthly returns with NAV on schedule.

Compliance That Never Sleeps

Our AI Agent Swarms track Hungarian legislative change, from the annual minimum wage decree to family allowance and mothers' tax exemption reforms, and flag the contract, policy, or payroll updates you need before they become risks.

Benefits That Help You Win Talent

Offer a competitive Hungarian package: statutory leave and public holidays, sick pay, and tax-efficient fringe benefits such as SZÉP card cafeteria allowances, alongside optional private health cover. KOMP administers enrolment, contributions, and reporting.

What Is an Employer of Record in Hungary?

An Employer of Record (EOR) in Hungary is a locally registered organization that becomes the legal employer of your Hungarian workforce. It lets companies based anywhere hire people in Hungary without forming a Kft., branch, or representative office. The EOR takes on the statutory employer duties, including Labor Code-compliant contracts, HUF payroll, personal income tax withholding, social contributions, statutory leave, and lawful termination. You keep full control of the employee’s role, priorities, and performance.

This Model Works Especially Well When:

  • You want to reach Hungary’s IT, engineering, and shared-services talent without entity setup delays
  • You are testing the Central European market before committing to a permanent presence
  • You need to hire quickly but do not have in-house knowledge of the Labor Code or NAV requirements
  • You are building a distributed EU team and want one employment model across countries
  • You want to reduce exposure to Hungarian employment, payroll, and tax compliance risk
Komp delivers this as part of a single workforce platform, so your Hungarian employees sit alongside contractors, EOR workers, and direct employees in other countries, governed by the same data, workflows, and controls.

How Komp’s Employer of Record Works in Hungary

KOMP becomes the legal employer for your Hungarian team members and takes on their statutory liabilities, while you run the work. Here is what that looks like in practice.

Market entry without entity setup

Skip company registration, the notarized founding documents, the corporate bank account, and employer registration with the tax authority. KOMP’s existing Hungarian infrastructure lets you make offers as soon as you find the right person.

Hire-to-retire lifecycle management

Komp Activate runs onboarding, contracts, and benefits; Komp PayOps runs monthly HUF payroll with NAV returns; Komp TimeOps tracks attendance, leave, and working time; and compliant offboarding closes the loop, all in one flow.

One view across every country

Komp Workforce gives HR, Finance, and Legal a single source of truth for Hungarian and global headcount, covering payroll status, tax allowances, contributions, leave balances, and compliance alerts, with audit trails built in.

What Komp Handles Under EOR in Hungary

KOMP manages every part of the Hungarian employment relationship so your team can focus on the work, not the paperwork.

Compliant employment contracts

We issue written contracts that meet Labor Code requirements, setting out the job, place of work, base wage, working time, probation, leave, and notice, prepared bilingually so both your team and the employee work from the same terms.

Digital onboarding and registrations

We collect the employee’s tax identification number and social security (TAJ) number, register the employment with NAV before the start date, set up bank and payroll records, and complete benefits enrolment so the first day runs smoothly.

Payroll processing and salary disbursement

Komp PayOps calculates gross-to-net pay in HUF, applies the correct allowances and deductions, pays employees on time under the statutory monthly wage deadline, and issues compliant payslips through our owned payment infrastructure.

Personal income tax and allowances

We withhold the flat 15% personal income tax and apply the reliefs each employee is entitled to, including the family tax allowance, the under-25 exemption, and the mothers’ exemptions, in the correct order so net pay is right the first time.

Social contributions and employer taxes

We calculate and remit the 18.5% employee social security contribution and the 13% employer social contribution tax (szocho), file the monthly payroll return with NAV, and keep contribution records ready for inspection.

Benefits and cafeteria administration

We administer statutory entitlements and can run tax-efficient fringe benefits such as SZÉP card allowances, along with supplementary health cover or other perks you choose to offer, including the reporting each one requires.

Time, leave, and HR support

Komp TimeOps tracks annual leave, including age and child-related extra days, public holidays, sick leave, and working time limits under the Labor Code. Employees get support in local language and English, with records held in line with GDPR.

Offboarding and final settlement

We manage resignations and terminations with correct notice and justification under the Labor Code, calculate severance where service thresholds are met, pay out unused leave, and complete the final tax and social security reporting.

Employer of Record Cost in Hungary

EOR pricing in Hungary varies by provider, service scope, and team size. The real comparison is not the fee alone, it is the fee against the time, overhead, and risk of running your own Hungarian entity. KOMP pricing is built around your actual workforce model. You pay a clear, predictable fee that covers employment administration, HUF payroll and NAV reporting, benefits administration, compliance monitoring, and support. There are no hidden charges, no FX markups on payroll, and no need to coordinate separate payroll, HR, and legal vendors.

What Shapes Your Price

  • Number and type of workers: employees, contractors, and EOR hires across your footprint
  • Countries of operation: Hungary only or multi-country
  • Compensation design: bonuses, commissions, shift and overtime premiums, or equity
  • Benefits scope: cafeteria and SZÉP card allowances, private health cover, or other extras
  • Integrations and reporting: HRIS, ERP, and finance system connections

Why EOR Delivers Strong ROI

  • Faster revenue: your Hungarian hire starts contributing sooner
  • Lower overhead: no incorporation, local accounting, payroll software, or in-country HR staff
  • Lower risk: fewer NAV penalties, labor inspectorate findings, and misclassification exposures
  • Less admin: one platform, one invoice, one partner for Hungarian employment

Why Use an Employer of Record in Hungary?

Hungary combines EU membership with a central European location, strong technical education, widespread English and German language skills, and costs well below Western Europe. An EOR makes entering it faster, safer, and lighter on overhead.

Hire without setup delays

Setting up a Hungarian company means founding documents, a registered seat, banking, and tax registrations before anyone can be paid. With KOMP, you can make offers and onboard without waiting for any of it.

Stay compliant from day one

The Labor Code is prescriptive, payroll returns are monthly, and thresholds change each January. KOMP keeps contracts, calculations, and filings current so errors do not accumulate quietly.

Reduce cost and overhead

Turn entity, accounting, and local HR costs into a predictable operating expense, and avoid the cost of winding an entity down if plans change.

Deliver a better employee experience

Accurate HUF pay, correctly applied tax allowances, clear payslips, and local-language support help you attract and keep strong Hungarian talent in a tightening market.

Manage Hungary like every other market

See Hungarian headcount, costs, and compliance in the same platform as the rest of your global workforce. No separate vendor, no data silos.

Hungary Employment Compliance: What Global Employers Must Manage

Hungarian employers answer to NAV for payroll taxes and contributions, to the labor inspectorate for employment conditions, and to the data protection authority for employee data. These are the areas that matter most, and how KOMP covers them.

Employment contracts and working time

Employment contracts must be in writing and must set out at least the base wage and the job. Standard working time is eight hours a day and forty hours a week, with rules on rest periods, overtime limits, and premiums. Probation can run up to three months.

Personal income tax and allowances

Personal income tax is a flat 15%. A range of reliefs reduce the tax base, including the family tax allowance, which doubled from January 2026, the under-25 exemption, and exemptions for mothers. Reliefs must be applied in the correct order, through monthly declarations.

Social contributions and employer taxes

Employees pay an 18.5% social security contribution and employers pay a 13% social contribution tax (szocho) on gross pay, so budgeted employer cost is roughly 113% of gross salary. Both are reported and remitted to NAV with the monthly payroll return.

Minimum wage and pay rules

From 1 January 2026, the gross minimum wage is HUF 322,800 per month, and the guaranteed wage minimum for roles requiring at least secondary or vocational qualifications is HUF 373,200. Wages must reach the employee by the tenth day of the following month.

Leave and statutory entitlements

Employees receive at least 20 working days of paid annual leave, increasing with age up to 30 days, plus extra days for children and other circumstances. Hungary has eleven public holidays. Seven days of leave must be granted at the employee’s request.

Sick leave and family leave

Employers pay the first 15 working days of sick leave each year at 70% of absence pay, after which state sick pay applies with an employer share. Maternity, paternity, and parental leave entitlements are set by the Labor Code and funded largely through social insurance.

Termination, notice, and severance

Employer termination must be justified in writing. The statutory notice period starts at 30 days and increases with length of service. Severance applies from three years of service and rises with tenure. Protected categories, such as pregnant employees, have additional safeguards.

Employment permits and immigration

EU and EEA nationals can work freely. Third-country nationals need the appropriate work and residence permission before employment starts, with documentation and reporting obligations that continue throughout the employment relationship.

Data protection

Employee data must be processed under the GDPR and Hungarian data protection law, with a lawful basis, retention limits, documented monitoring policies, and breach procedures, supervised by the national authority.

Worker classification

Hungarian authorities assess the substance of the working relationship rather than the label on the contract. Engaging someone as a contractor when the relationship looks like employment can trigger reassessment, back taxes, contributions, and penalties.

Hungarian payroll thresholds reset every January. From 1 January 2026 the minimum wage rose to HUF 322,800 and the guaranteed wage minimum to HUF 373,200, the family tax allowance doubled, and the lifetime income tax exemption for mothers of two children began its phased rollout, starting with mothers under 40. Tax and contribution rates themselves were held at 15%, 18.5%, and 13%. KOMP’s AI Agent Swarms track each change and flag the payroll, contract, and policy updates your Hungarian team needs.

Employer of Record Coverage Across Key Hungarian Cities

Hungarian talent is concentrated in Budapest and a handful of strong regional university and industrial hubs, each with its own sector profile and salary expectations. KOMP lets you hire compliantly in any of them, with the same payroll, contribution, and compliance workflows everywhere.

Employer of Record in Budapest

The capital and the center of Hungary’s technology, finance, and shared-services activity, home to most multinational regional headquarters and the country’s deepest multilingual talent pool. Salary levels are the highest in the country, and competition for senior engineering and finance talent is strongest here.

Employer of Record in Debrecen

Hungary’s second city and a fast-growing industrial hub, with major investment in automotive, battery, and advanced manufacturing, supported by a large university producing engineering and IT graduates.

Employer of Record in Szeged

A university city with strengths in life sciences, biotechnology, laser and photonics research, and software development. Well suited to R&D, scientific, and technical roles at lower cost than Budapest.

Employer of Record in Győr

A center of automotive and precision manufacturing in north-west Hungary, close to the Austrian and Slovak borders, with strong mechanical and production engineering talent.

Employer of Record in Pécs

A regional hub in southern Hungary with a long-established university, offering healthcare, IT, and business services talent and competitive salary expectations.

Whether your Hungarian team works in-office, hybrid, or fully remote, KOMP runs HUF payroll, tax withholding, social contributions, NAV filings, and statutory leave consistently across the country, so adding a new location never adds new compliance work for you.

Whether your Irish team works in-office, hybrid, or fully remote, KOMP runs PAYE, PRSI, USC, pension contributions, Revenue submissions, and statutory leave consistently across the country, so adding a new location never adds new compliance work for you.

Employer of Record in Hungary: FAQs

It is a locally registered company that legally employs workers in Hungary on your behalf, taking responsibility for contracts, payroll, taxes, contributions, benefits, and compliance. You direct the employee’s work; the EOR carries the employer obligations, so you can hire without a Hungarian entity.

No. With KOMP as your Employer of Record, you can hire employees anywhere in Hungary without founding a Kft., opening a local corporate bank account, or registering as an employer with the tax authority.

Because KOMP already has the legal and payroll infrastructure in place, onboarding can begin as soon as your candidate accepts. Timelines usually depend on the notice period agreed with their current employer and, for third-country nationals, on work and residence permission.

On top of gross salary, employers pay the 13% social contribution tax, so total employer cost is roughly 113% of gross pay. Employees carry the flat 15% personal income tax and an 18.5% social security contribution, both withheld at source. KOMP calculates, withholds, and remits all of it.

From 1 January 2026 the gross monthly minimum wage is HUF 322,800. For jobs requiring at least secondary education or vocational qualifications, the guaranteed wage minimum is HUF 373,200. Both figures are reset each year by government decree, and KOMP updates payroll automatically.

Statutory entitlements include at least 20 working days of paid annual leave rising with age, eleven public holidays, employer-paid sick leave for the first 15 working days each year, and maternity, paternity, and parental leave. KOMP can also administer cafeteria benefits such as SZÉP card allowances and private health cover.

KOMP runs monthly payroll in HUF: calculating gross-to-net pay, applying tax allowances, withholding personal income tax and employee contributions, paying employer szocho, filing the monthly return with NAV, and paying employees by the statutory deadline with compliant payslips.

An EOR reduces the risk because KOMP is the legal employer. However, what your employees do, for example habitually concluding contracts on your behalf, can still matter. We recommend reviewing higher-risk roles with your tax advisor.

Statutory notice starts at 30 days and increases with length of service, and employer-initiated termination must be justified in writing. Severance becomes payable from three years of service and rises with tenure. KOMP manages notice, process, final pay, and reporting.

Yes. KOMP can employ Hungarian citizens and EU or EEA nationals, who can work freely in Hungary, and supports the permit process for third-country nationals, including the documentation required before employment begins.

Yes. KOMP manages EOR employees and contractors on one platform, and its classification intelligence helps you assess misclassification risk and choose the right engagement model.

Yes. Hungary-headquartered companies can use KOMP to hire, pay, and manage talent across 150+ countries without setting up entities abroad, all from the same platform.

KOMP is SOC 2 Type II certified, ISO 27001 certified, and GDPR compliant, uses AES-256 encryption with role-based access control, and is hosted on AWS with multi-region redundancy.
